From the period sources
According to Grove’s Dictionary of Music and Musicians: American Supplement (1920), Charles Quef was among the “French and Italians” who contributed to The Musical Quarterly between its inception in 1915 and 1919. The periodical, founded by Rudolph E. Schirmer and edited by O. G. Sonneck, aimed to stimulate the literary treatment of musical topics and draw freely from foreign writers, despite the interference of the World War.
